whale-eating is past tense


the Japanese started to include whale meat in their diet due to the food shortage after the WWII; however, the Japanese are not interested in whale meat anymore.
some officers believed whale-eating is an important Japanese culture so therefore they should keep hunting for whales. they are unwilling to believe it is no longer part of the Japanese eating habit until now that there are 7000 tons of unwanted whale meat stored, and they have no idea what to do with them. facing this situation, Japan has finally decided that from now on they would stop fishing for whales.
